This program enhances the appearance and historical character of individual buildings in commercial districts. In order to do this, we need contractors like you to provide construction services.

Our projects are government funded and therefore are prevailing wage. Prevailing wage sets a minimum wage rate that must be paid to construction workers on public projects while on site.

Our public projects may include, but are not limited to: awnings, entrance doors, windows, window treatments, painting, signage, exterior lighting, storefront renovations, building cleaning to enhance the historic nature of the building, tuckpointing / masonry work undertaken in conjunction with a scope of work resulting in the substantial visible improvement and/or renovation of the building façade, fencing, patio dining enhancements and parking lot improvements.

The St. Louis Development Corporation values equal opportunity for all contractors without regards to size. Bids from qualified Minority and Woman-owned businesses (M/WBE) are desired for at least 25% of overall project when available. All bid solicitations must include outreach to M/WBE contractors whenever possible.

The funding of the NCDI program is financed wholly through a grant from the Department of Housing and Urban Development and the Community Development Administration under the provision of Title I of the Housing and Community Development Act of 1974 (Pub L, 93-383 42 USC 5301 et seq.).
